New Itikaf Regulations for Ramadan 2026

MAKKAH – The Saudi Arabian authorities have announced updated regulations for non-Saudi residents (expatriates) intending to perform Itikaf during the upcoming Ramadan 1447 H, corresponding to early 2026. Under the new policy, foreign residents are now required to obtain official consent from their sponsors, or kafeels, before being permitted to participate in the spiritual retreat at mosques across the Kingdom.

​This mandate applies specifically to the Two Holy Mosques—Masjidil Haram in Makkah and Masjid Nabawi in Madinah—which traditionally host the highest number of worshippers during the final ten days of the holy month.

Mandatory Registration and Documentation

The administrative guidelines emphasize that formal registration through official mosque management channels is compulsory for all worshippers, including Saudi nationals and expatriates. However, for foreign residents, the registration process will not be finalized without a documented approval from their legal sponsor.

​This requirement is aligned with the Kingdom’s residency (Iqama) laws, which govern the status and activities of non-Saudis within the country. During the registration phase, applicants must submit personal identification details for verification by the religious authorities. This vetting process is a prerequisite before any individual is granted access to the designated Itikaf areas.

Kingdom-Wide Implementation

The Ministry of Islamic Affairs has indicated that these regulations will be enforced uniformly across all mosques in Saudi Arabia. The policy is designed to ensure that the influx of worshippers during the peak of Ramadan is managed in an orderly and secure manner.

​By integrating residency status with religious activity permits, the authorities aim to streamline the organization of the spiritual retreat. This measure ensures that the high volume of participants, particularly at the Grand Mosque and the Prophet’s Mosque, can be accommodated within the safety and administrative frameworks of the Kingdom.

​Expatriates planning to observe Itikaf in 2026 are advised to prepare the necessary documentation and coordinate with their sponsors well in advance to ensure compliance with these new administrative standards.
